“A library card was the first thing that I had ever owned here,” says Razmyar,
who arrived in Finland as a refugee (难民). Unable to speak the language, and trying
to make sense of the new city, she was surprised to be given a library card that would

let her read books for free. “I still have that library card in my wallet today in honor of
the privilege(特殊待遇)presented to a refugee by a foreign land,” she says.
Today, Razmyar is a key official of Finland, and plans to build a new central
library called Oodi. She is not alone in her love for libraries. The country’s 5.5 million
people borrow about 68 million books a year.
While libraries worldwide are facing budget(预算)cuts, a decline in users and
closing down, Finland is bucking the trend. The UK spends just 14.40 per head on
libraries. But Finland spends 50.50 per head to satisfy citizens’ needs. While more
than 478 libraries have closed in the UK since 2010, Helsinki, a city in Finland, is
spending ?98 million creating a huge new one.
Why are Finland’s city libraries growing 84% of the country’s population is
urban, and libraries are vital places for socializing. Besides, while many libraries
worldwide provide Internet access and other services, libraries here have expanded to
lending e-publications, sports equipment, and other things of occasional use.
And Oodi will offer more since people need places to meet, work, and develop
their digital skills. It has been designed to give citizens a free space to actively do
what they want to do. Its design is certainly exciting. However, the most impressive
thing is that the project is such a costly one that it will cost the citizens a huge sum of
money, but it has not been controversial(有争议的). “They’re excited about it across
the board,” says architect director Harris. “It will be important to daily life here in
Helsinki.”
Oodi is more than a monument to citizens’ pride. As part of Finland’s celebration
of a century of independence, the library is not merely a place to store books. “I think
Finland could not have given a better gift to the people. It symbolizes the significance
of learning and education, which have been fundamental reasons for Finland’s
development and success,” says Razmyar.

I was invited to give a speech at an educators’ conference. I happened to sit next
to Clay Parker, the CEO of a technology company that makes micro electronic
devices.
For the last few years, I’d been reading about the rapidly changing world of work
and was increasingly concerned that students are not for today’s workplace. Buried in
book knowledge, university students talk like a book and always pass exams with
flying colours. However, when facing HR staff instead of their teachers, what they
have learned seems useless. So I asked Parker what qualities he most wanted in a
potential new employee. I expected a list of technical skills-especially since Parker
is an engineer himself-but I was the way off the mark.
“First, I look for someone who asks good questions,” Parker responded. “ Our
business is changing, and so are the skills of our engineers. We can teach them the
technical stuff. But for employees willing to solve problems or to learn new things,
they have to know what questions to ask. And we can’t teach them how to ask good
questions-How to think. The ability to ask the right questions reflects good thinking
ability, the most important quality.”
Indeed, the ability to ask good questions has been a repeated theme in almost all
of my conversations about core competences and skills for success in today’s
workplace. It turns out that asking good questions goes hand in hand with problem
solving ability in the minds of most employers.
The students have always been brought up to live up to a certain standard and so
much emphasis has been put on fixed rules and giving the expected answer of their
teachers instead of raising a question. We teachers are always blaming the students for
giving wrong answers. Perhaps we should ask ourselves whether we are always
asking the right questions.

Fears of unemployment brought by robots are on the rise, for tasks traditionally
performed by humans are increasingly performed by using robots. The declining cost
of machines threatens low-skill jobs and routine tasks. But actually, technology can be
a job creator. With increases in efficiency brought about by digital technology,
business can expand, digital platforms can create entirely new jobs and businesses can
reach out to rural markets.
First, technology decreases the costs of doing business, and changes the
geography of jobs. Digital platforms have enabled numbers of businesses to form in
underdeveloped rural areas, which offers farmers more job chances.
Second, technology creates more opportunities for the job hunters with mixed
skills. Wages for routine, job-specific skills are declining, while the skills that cannot
be replaced by robots have been increasing. Although robots can recognize human
faces, they can’t read their mind. Earnings are higher for those who have a
combination of these skills.
Third, digital technology has changed the terms of work. Rather than “standard”
long-term contracts, digital technology has given rise to more short-term jobs, often
via online work platform. These jobs make certain kinds of work more accessible and
flexible.
How will these changes play out in the post pandemic It is likely that the
pandemic will strengthen these pre-existing trends. “Platform companies” are
dominating markets even more. We are already seeing Amazon and Alibaba getting
even bigger and panies will invest more to conduct business over the
Internet to be more adaptable to potential lockdowns (隔离 ). The pandemic has
pushed society to welcome technology, which is no longer an option but a necessity.
With the right steps and actions, businesses and governments can take the crisis as an
opportunity to build for the future.
