The two main ethnic groups that form the population:
Hutu and Tutsi
In 1990, a civil war broke out in Rwanda, which was followed by the 1994 Genocide, in which Hutu extremists killed an estimated 500,000 to 1 million Tutsi and moderate Hutu. The UN forbids intervening [ nt 'vi n] in the internal politics of any country unless the crime of genocide is being committed. Without enough evidence of a genocide, the UN Security Council didn’t take action to prevent the killing from happening. In 2000, the UN declared its reaction to Rwanda a "failure". Then Secretary General Kofi Annan said of the event "The international community failed Rwanda and that must leave us always with a sense of bitter regret.".
