浙江安吉余村，风景优美，远近闻名。看到眼前山峦叠翠、流水潺潺，来“打卡”的游客们很难想象，这里曾经因为“靠山吃山”、开矿采石，长期山秃水臭、空气污浊。
2005年，时任浙江省委书记的习近平在这里提出“绿水青山就是金山银山”。当时，余村停掉了矿山、关掉了水泥厂，开始探索新的发展路子。
而今，余村风景好，吃上旅游饭。从村会议室里传播开来的“绿水青山就是金山银山”理念，已成为习近平生态文明思想的重要组成部分，在全国开花结果。
历史一再证明，没有“绿水青山”，再多的“金山银山”都会付诸东流。
恩格斯曾警示全人类：“我们不要过分陶醉于我们人类对自然界的胜利。对于每一次这样的胜利，自然界都对我们进行报复。”世界范围内，发达国家大多经历了一条“先污染后治理”之路。18世纪中叶，率先兴起工业革命的英国出现严重的环境问题；19世纪，美国洛杉矶等城市饱受空气污染困扰……
新中国成立以来，我们用短短几十年时间走完了发达国家几百年的工业化进程，成就巨大，但生态环境问题一度成为民心之痛、民生之患。
一个14亿多人口的发展中大国，人与自然能否相融？经济增长与环境保护如何兼得？
“生态兴则文明兴，生态衰则文明衰。”“生态文明建设是关系中华民族永续发展的千年大计，必须站在人与自然和谐共生的高度来谋划经济社会发展。”习近平的话高屋建瓴，意在长远。他将“山水林田湖草沙冰”视作生命共同体，强调“全方位、全地域、全过程开展生态文明建设”。
各位同事!
中国生态文明建设取得了显著成效。前段时间，云南大象的北上及返回之旅，让我们看到了中国保护野生动物的成果。中国将持续推进生态文明建设，坚定不移贯彻创新、协调、绿色、开放、共享的新发展理念，建设美丽中国。
在此，我宣布，中国将率先出资15亿元人民币，成立昆明生物多样性基金，支持发展中国家生物多样性保护事业。中方呼吁并欢迎各方为基金出资。
为加强生物多样性保护，中国正加快构建以国家公园为主体的自然保护地体系，逐步把自然生态系统最重要、自然景观最独特、自然遗产最精华、生物多样性最富集的区域纳入国家公园体系。中国正式设立三江源、大熊猫、东北虎豹、海南热带雨林、武夷山等第一批国家公园，保护面积达23万平方公里，涵盖近30%的陆域国家重点保护野生动植物种类。同时，本着统筹就地保护与迁地保护相结合的原则，启动北京、广州等国家植物园体系建设。
为推动实现碳达峰、碳中和目标，中国将陆续发布重点领域和行业碳达峰实施方案和一系列支撑保障措施，构建起碳达峰、碳中和“1 N”政策体系。中国将持续推进产业结构和能源结构调整，大力发展可再生能源，在沙漠、戈壁、荒漠地区加快规划建设大型风电光伏基地项目，第一期装机容量约1亿千瓦的项目已于近期有序开工。
