二、竞赛目标
党的二十大明确指出：“讲好中国故事、传播好中国声音，展现
可信、可爱、可敬的中国形象。加强国际传播能力建设，全面提升国
际传播效能，形成同我国综合国力和国际地位相匹配的国际话语权”。
在国际传播能力建设中，兼具工具性与人文性的英语具有重要的、不
可或缺的作用。本赛项旨在提升职业院校学生个人思想品质和职业素
养，服务学生成长成才和全面发展；以赛促教，提高高等职业院校学
生和教师运用英语讲好中国故事，传播中国文化，进行职场交流的综
合能力，为高等职业英语教育领域的专家、教师和管理者搭建一个交
流英语教学经验、探索英语教学改革的平台，推动赛教和产教融合实
践，增强我国高等职业外语教育的影响力和竞争力，提升高等职业院
校整体办学水平，服务中国职业教育、中国技术和标准以及中华文化
“走出去”。
三、竞赛内容
（一）竞赛环节、竞赛内容和要求

1. 竞赛环节
本赛项包括“中国故事”“情景交流”“职场描述”和“职场辩论”四个
环节。重点考查参赛选手用英语讲述中国故事，传播中国声音，以及
用英语处理职场典型任务和进行涉外沟通的能力，考查对于社会热
点、行业现象的分析能力和对数据图表信息的处理能力。本赛项在开
赛前一个月公开赛题，赛题覆盖社会经济、科技文化、生态文明、职
业领域、典型工作任务等方面，全面考查师生职场情境中解决复杂问
题的能力。通过“师生同赛”的形式创新竞赛方式，师生结为竞赛共同
体，一同备赛，同台参赛，考查教师、学生的听说等综合语言运用能
力，体现师生的团队合作，以及应用英语进行沟通的能力。
2. 竞赛内容和要求
（1）中国故事（Speech）：此环节为学生比赛。每位参赛选手现
场抽取一个话题，根据题目要求用英语进行演讲，讲述中国故事，介
绍中华文化。演讲应主题鲜明，弘扬社会主义核心价值观，传递正能
量。参赛选手不能透露个人信息，不能涉及商业广告。本环节每位参
赛选手用时不超过 3 分钟，满分 10 分。
（2）情景交流（Interview）：此环节为师生同赛，参赛学生和教
师 2 人组队参赛。每队参赛学生现场抽取一个职业场景题目，根据题
目要求，与同队参赛教师扮演同一角色，与主试官进行一对一的现场
交流，交替回答现场主试官问题。本环节每支参赛队用时不超过 5 分
钟，满分 10 分。本环节与上一环节累计计分，根据累计得分按比例
淘汰参赛队。
（3）职场描述（Presentation）：此环节为学生比赛。每位参赛选
手现场抽取一幅反映行业、企业发展趋势或社会、经济等热点问题的
统计图表或图片，在充分理解图表或图片内容基础上对其进行口头描
述和观点阐述。本环节每位参赛选手用时不超过 3 分钟，满分 10 分。
本环节与前两环节累计计分，根据累计得分按比例淘汰参赛队。

（4）职场辩论（Debate）：此环节为师生同赛。两名参赛学生根
据抽签结果分正、反两方，每队参赛教师和学生自行分配一辩、二辩
角色，根据抽签结果与另一队就同一道辩题进行现场辩论。师生一起
备赛，正式辩论时，先由正方一辩陈述 1 分钟，然后由反方一辩陈述
1 分钟；接下来由正反双方进行 3 分钟的自由辩论；最后先由反方二
辩作 1 分钟总结陈词，再由正方二辩作 1 分钟总结陈词。本环节每支
参赛队累计用时不超过 7 分钟，满分 10 分。本环节与前三环节累计
计分，根据累计得分确定各参赛队最终成绩排名。

四、竞赛方式
本赛项为师生同赛赛项，组队方式为团体赛，赛项分为英语专
业组和非英语专业组两个组别。原则上参赛队需经过各级选拔产
生，以省、自治区、直辖市、新疆生产建设兵团为单位报名参赛，
各地每一组别限报 1 支参赛队，并明确报名参赛的组别（英语专业
组或非英语专业组）。每支参赛队须由来自同一所院校的 1 名参赛
教师和 1 名参赛学生组成。获得一等奖的参赛队，3 年内不得重复
参加本赛项。参赛教师须为学校在职在编教师，参赛学生须为全日
在籍学生（具体报名资格详见后文）。以正式比赛通知为准。
五、竞赛流程
（一）竞赛程序
经过“中国故事”“情景交流”两个环节，分别选出英语专业组和
非英语专业组排名前 60%（小数点后四舍五入）的参赛师生，进入
“职场描述”环节；经过“职场描述”环节，分别选出英语专业组排名
前 4 的参赛队和非英语专业组排名前 4 的参赛队，共计 8 队参赛师
生进入“职场辩论”环节；经过“职场辩论”环节，最终评出英语专业
组和非英语专业组一等奖、二等奖和三等奖参赛师生，分别占各组
参加本赛项队数的 10%、20%和 30%（小数点后四舍五入）。此人
数占比的前提条件是，仅晋级第四环节的参赛队可获得一等奖，仅

晋级第三环节的参赛队可获得二等奖、三等奖。如因参赛队弃赛等
原因，导致相应环节参赛队数量不足，无法满足奖项占比，则相应
名额空缺，不向下补录。
“中国故事”“情景交流”和“职场描述”三个环节不设现场备赛，
“职场辩论”环节设置 10 分钟现场备赛。

六、竞赛规则
（一）报名资格
各参赛队由来自同一所院校的 1 名参赛学生和 1 名参赛教师组
成，每队 2 人。参赛学生须为高等职业院校（含职业本科）全日制在
籍学生，普通本科院校的高职类全日制在籍学生，五年制高职院校的
四至五年级学生也可报名参赛；参赛教师须为高等职业院校（含职业
本科）在职在编教师，本科院校的高职类全日制在职在编教师、五年
制高职院校在职在编教师也可报名参赛。凡在往届全国职业院校技能
大赛中获一等奖的参赛学生，不能再参加同一赛项比赛。获得一等奖
的参赛队教师，3 年内不得重复参加本赛项。

（二）报名要求
各省、自治区、直辖市、新疆生产建设兵团选派英语专业组和非
英语专业组各一支参赛队参赛。每支参赛队由来自同一所院校的 1 名
学生和 1 名教师组成。各省、自治区、直辖市、新疆生产建设兵团的
2 支参赛队原则上由 1 名领队带领。
（三）赛前准备
1. 熟悉场地：参赛选手熟悉场地时须遵循场地提供方和舞台搭
建单位的指导和要求。
2．赛务会议：赛前召开领队全体会议，宣布赛场规则、离场规
则、成绩评定和公布竞赛注意事项等（具体内容详见后文）。
3．入场规则：参赛选手应按赛项执委会的要求按时到达赛场，
并凭参赛证检录，按要求有序入场，未按照规定时间到场并检录的选
手视为弃赛。检录入场之后，参赛选手应按要求在对应的区域入座。
4. 健康防控：为保证赛项正常有序进行，请全体参赛人员关注并
遵守赛项承办地公共健康管理政策。
（四）赛场规则
参赛选手、领队、裁判、工作人员须遵守“竞赛须知”相关要求。
（五）离场规则
各环节参赛选手完赛后需听从工作人员安排，待成绩公布后离场
（选手加密要求）。
（六）成绩评定与结果公布
详见后文“成绩评定”相关内容。
七、技术规范
无需说明。
八、技术环境
设置选手候赛室、选手抽题室、选手备赛室、选手休息室、嘉宾
休息室、裁判合议室及裁判休息室若干；紧急情况处置室 2 间、医务

室 1 间；配备竞赛所需的标准节目录制演播厅、网络媒体现场直播相
关录音录像设备、场景布置（含赛场灯光及音响设备、背板、赛项标
志、主持台等）、裁判席、观摩席及工作人员席等。
本赛项不涉及相关技术平台。

十、赛项安全
（一）赛场环境
1．赛场的布置，赛场内的器材、设备，应符合国家有关安全规
定。
2．赛场周围要设立警戒线，防止无关人员引发事故。
3．承办院校应明确应急制度和预案，配备急救人员与急救设施。
4．承办院校应制定开放赛场和体验区的人员疏导方案。
5．竞赛期间，承办院校须在赛场管理的关键岗位增派力量，建
立安全管理日志。
6．赛项可根据需要配置安检设备对进入赛场的人员进行安检。
（二）生活条件
1．竞赛期间，原则上由赛项执委会统一安排参赛选手和领队的

（四）应急处理
若竞赛期间发生意外，发现者应第一时间报告赛项执委会，同时
采取措施避免事态扩大。赛项执委会应立即启动预案予以解决并上报
大赛组委会。赛项出现重大安全问题可以停赛，是否停赛由赛项执委
会决定。事后，赛项执委会应向大赛组委会报告详细情况。
十一、成绩评定
成绩评定必须在公开、公平、公正、独立、透明的条件下进行，
考虑赛项安全，赛项最终得分按百分制计算。阐述赛项评分标准和
评分方式。评分标准须与竞赛内容、赛项模块保持一致，明确赛项
模块中需要考核的知识点、技能点，及相应得分点，做到科学、合
理、全面、详细；评分方式包括裁判员人数（含加密裁判）和组成
条件要求、裁判评分方法、成绩产生方法、成绩审核方法、成绩公
布方法等。
（一）裁判人员资质
裁判员的选聘严格遵照全国职业院校技能大赛的相关制度规定，
在赛项开赛前由大赛执委会办公室从裁判库中随机抽取赛项执行裁

（二）评分方法
1．竞赛分为“中国故事”“情景交流”“职场描述”和“职场辩论”四个
环节，每个环节的满分均为 10 分。裁判对各个环节分别打分（“职场
辩论”环节每组辩论结束后，裁判为每支参赛队独立打分）。参赛队各
环节分数由工作人员核实并交记分员录入计算机，由计算机程序自动
去掉一个最高分和一个最低分，取其他分数的平均分，小数点后保留
两位。
2．成绩产生方法：参赛队的最终成绩为“中国故事”“情景交
流”“职场描述”和“职场辩论”四个环节的累计得分。由于本赛项竞赛
形式为淘汰赛，未晋级的参赛选手后续比赛环节得分计零分。
3. 并列成绩处理方法:
淘汰赛阶段：第二环节淘汰赛阶段，分数并列的参赛队都晋级。
第三环节淘汰赛阶段，如果出现两支参赛队并列第 4 名的情况，先比
较第二环节成绩；如成绩仍并列，再比较第一环节成绩。
最终排名阶段：出现成绩并列，先比较第三环节成绩；若成绩仍
并列，比较第二环节成绩，若还并列，再比较第一环节成绩。
4. 成绩审核方法：参赛队成绩要求所有裁判签字认可，现场工
作人员对裁判的成绩进行核对后录入。成绩录入完毕后，工作人员交
换岗位进行核对，核实无误后统计参赛选手最终成绩并排名，打印完
毕后交裁判组组长审核签字。
5．总成绩公布方法：参赛队的最终成绩在四个竞赛环节结束后
统计，经裁判长、监督人员、仲裁人员审核签字确认。成绩解密后在
竞赛现场予以公布。赛项执委会在成绩公布 2 小时后无异议即进行成

绩录入并上报大赛执委会办公室。
（三）评分标准
本赛项为裁判现场评分。根据不同的竞赛环节，从“内容、情感、
语言、逻辑、应答、举止”等方面进行评定，满分为10分。
1．中国故事：本环节满分为10分，从“内容、情感、语言、举止”
四个方面评定。
9-10分（含）：主题鲜明，内容充实完整、生动有趣；文化自信，

十二、奖项设置
本赛项为师生同赛，奖项设定为团体奖。以实际参赛队数量为基
数确定，按照总成绩排名由高到低选出。一等奖占比 10%，二等奖占
比 20%，三等奖占比 30%(小数点后四舍五入）。
最终排名阶段：出现成绩并列，先比较第三环节成绩；若成绩仍
并列，比较第二环节成绩，若还并列，再比较第一环节成绩。
十三、赛项预案
（一）突发流行性传染病预案
一旦发生可疑的传染病情况，及时向卫生健康部门和疾控部门
报告，并由专业部门开展流行病学调查、隔离留观、检测排查等应急
处置工作。

（二）消防安全事故应急处理预案
竞赛期间要求全体人员遵守各场地相关措施和预案及相关负责
人的应急安排。
（三）医疗保障应急预案
承办校在竞赛期间应派医疗人员（校医）常驻选手所在地、住宿
处、用餐处、赛场，并由工作人员协助医疗人员采取相关处理措施，
如拨打 120 急救电话，护送当事人去医院就医等。
（四）竞赛现场意外事件应急预案
除以上应急预案列出的意外情况外，赛场意外事件还包括如大屏
幕等竞赛设备故障、计时器故障、成绩核算设备故障、各环节工作人
员操作失误以及参赛选手、领队针对各类问题的投诉等，凡涉及参赛
选手成绩的意外事件均需通过监督仲裁组裁决并按照裁决结果处理，
涉及成绩之外的意外事件需相关领域负责人（协商）处理。
十四、竞赛须知
（一）参赛队须知
1．各参赛队参赛教师和参赛学生（以下简称“参赛选手”）报名
获得确认后不得随意更换。如比赛前参赛选手因故无法参赛，须由省
级教育行政部门于赛项开赛 10 个工作日之前出具书面说明，经大赛
执委会办公室核实后予以更换；完成竞赛报到后，参赛队不得更换参
赛选手。允许参赛选手缺席竞赛。
2．不服从赛场工作人员安排，扰乱赛场秩序，干扰其他参赛选
手竞赛，警告后拒绝服从的参赛选手及领队，经赛项监督仲裁组裁定
后，可取消其参赛资格和竞赛成绩。
3．各参赛队须安排为参赛选手购买大赛期间的人身意外伤害保

险。
（二）参赛选手须知
1．参赛选手应严格遵守竞赛规则、遵守赛场（拍摄场地）规章，
保证人身及设备安全，接受监督人员和赛场工作人员的监督和警示，
文明竞赛。参赛选手凭证入场，竞赛期间要佩戴参赛凭证以备检查。
2．竞赛期间，参赛选手进出赛场不得携带任何与竞赛相关的物
品及电子通信设备，在赛场区域不得通过任何方式接收由赛场外传入
的（电子）资料。竞赛所需用品由赛场统一提供。
3．竞赛顺序由抽签决定，如参赛选手未能按时到场抽签，请服
从赛项执委会安排。
4．竞赛各环节开始前参赛选手需在指定地点等待。各场次前 4
队参赛选手的候赛地点须听从现场工作人员的安排，其他参赛选手由
赛项工作人员按照竞赛顺序依次引导进入抽题室及候场区。
5．部分竞赛环节允许完成该环节的参赛选手观摩该环节后续竞
赛，但须听从赛项执委会工作人员和拍摄现场负责人的安排。不允许
观摩期间进行任何影响场上参赛选手发挥的行为。
6．所有参赛队均须在规定时间内完成答题，以赛场计时器为准，
在规定答题截止时间前 30 秒有提示音，参赛选手可以继续作答，但
在答题截止提示音响后，参赛选手应立即停止作答，否则裁判将酌情
扣分。第四环节“职场辩论”中，参赛选手应在互相尊重、尊重竞赛、
尊重裁判及观众的前提下展示自身英语水平，在有限的时间内充分发
挥，且应举止得体，进退有度。
7. 比赛期间，选手不得以任何方式（如服饰、标志、标识、口
号、证照等）透露所在省市、院校和本人信息。如违规，参赛选手该
竞赛环节成绩计 0 分。
8．竞赛各环节成绩现场公布。第一、二、三环节前 3 支参赛队

完成竞赛后，裁判退场进行评议并打分，原则上在第 4 支参赛队完成
竞赛环节后依次公布前 3 支参赛队成绩，在第 5 支参赛队完成竞赛环
节以后公布第 4 支参赛队成绩，以此类推。第四环节英语专业组完赛
后，裁判合议并各自打分，依照评分方法计算出英语专业组参赛队得
分后公布成绩；非英语专业组完赛后，裁判合议并各自打分，依照评
分方法计算出非英语专业组参赛队得分后公布成绩。
9．为了满足拍摄要求，请参赛选手尽量避免穿着带有细条纹、
密格子的衣服。参赛选手发型和服饰应简洁、大方。此外，为了避免
干扰竞赛的加密流程，不得着制服、民族服饰等特色过于鲜明的服装。
10．竞赛期间如遇高温天气，参赛选手应注意做好防暑降温工作，
如遇身体不适，请及时联系赛场工作人员。竞赛期间请务必做好人身
和财产的安全防护。
11．本赛项统一安排食宿，如不接受统一安排，须出具书面材料，
声明因此造成的任何后果责任自负；请务必关注竞赛期间的各项临时
通知、乘车安排，注意自身的食宿与交通安全。
12．未尽事宜将于竞赛期间通过各种渠道及时公布。
（三）工作人员须知
1．工作人员必须凭证件进入赛场，按照赛项规定配合做好各项
工作。
2．工作人员不准在赛场和禁烟区吸烟。
3．工作人员须按照各自岗位要求在规定区域内活动，不得擅自
离岗。
4．工作人员须及时解答参赛选手及领队提出的与赛项相关的各
项问题，在工作范围内极力营造良好的竞赛氛围。

十五、申诉与仲裁
全国职业院校技能大赛采取两级仲裁机制，赛项设监督仲裁组，
赛区设仲裁委员会。在竞赛过程中若出现有失公正或违规现象，领队
可在竞赛成绩公布后 2 小时之内向赛项监督仲裁组提出书面申诉。赛
项监督仲裁组在接到申诉后的 2 小时内组织审议，并及时反馈裁定结
果。申诉方对结果如有异议，可由领队向赛区仲裁委员会提出申诉。
赛区仲裁委员会的仲裁结果为最终结果。
十六、竞赛观摩
赛场部分开放。竞赛全程录像。受拍摄场地、拍摄设备及拍摄条
件限制，观摩人员首先包括本赛项领队、裁判组成员、监督组成员、
仲裁组成员、专家组成员、特邀嘉宾、部分参赛院校领导、赛项工作
人员及部分高职院校师生。其他人员需经赛项执委会许可后方可进入
赛场观摩。
十七、竞赛直播
（一）赛场内部布置有录像设备，全程录制竞赛情况。
（二）将对赛项各环节进行同步网络直播。赛后，赛项执委会将
本着有助于实际教学的原则对这些资料进行后期剪辑、整理，或出版。
如对肖像权有特殊要求的，可以在竞赛结束后以书面形式告知赛项执
委会，以便在视频制作中进行相应剪辑修改。如在竞赛结束后 5 个工
作日内未提交针对肖像权特殊要求的书面告知，视为同意以上基于实
况录像的剪辑、整理和出版。
（三）多机位拍摄开闭赛式。制作优秀参赛选手采访、裁判专家
点评和企业人士采访等视频资料，突出赛项的技能重点与特色优势，

为赛项仲裁、宣传、资源转化提供全面的信息资料。
十八、赛项成果
（一）本赛项资源转化工作由本赛项执委会负责，于赛后 30 日
内向全国职业院校技能大赛执行委员会办公室提交资源转化方案，半
年内完成资源转化工作。
（二）赛项资源转化的内容包括本赛项竞赛全过程的各类资源。
赛项资源转化成果应符合行业标准、契合课程标准、突出技能特色、
展现竞赛优势，形成满足职业教育教学需求、体现先进教学模式、反
映职业教育先进水平的共享型职业教育教学资源。
（三）本赛项资源转化成果包含基本资源和拓展资源，充分体现
本赛项技能考核特点。赛项所有转化资源均做到符合《全国职业院校
技能大赛资源转化工作办法》中规定的各项相关技术标准。
（四）制作完成的本赛项资源将上传至相应平台，形成在线课程。
