"In" 表示地理位置上的包含关系：

"On" 表示位置上两个地方的毗邻关系：
Mexico shares a border with the United States. It is on the southern border.（墨西哥与美国接壤，在南部边界上。）

"To" 表示地理位置上两个地区隔海相望，互不包含的关系：
Japan is to the east of China.（日本在中国的东侧。）
Australia is to the south of Indonesia.（澳大利亚在印度尼西亚的南侧。）
at in和on的区别和用法
In"：用于表示较大的区域、国家、城市或地理区域。
I live in China.（我住在中国。）
The Eiffel Tower is in Paris.（埃菲尔铁塔在巴黎。）

"On"：用于表示较小的、具体的表面或位置。
