Because Nancy wanted to watch TV first before taking the dog out for a walk. Nancy watched TV all the time and never helped out around the house.

Yes, they did. Both Nancy and her mother did not do any housework for a week. The house got so messy that Nancy could not even find a clean dish or a clean shirt. She decided to do the housework to make the house clean and tidy again. Nancy said sorry to her mother. Neither /Nor + be动词/助动词/情态动词 +主语，这种倒装结构，表示前面陈述的否定情况也适用于另一人/物，意为“也不”。
