Established in 1983 by Consumers International, World Consumer Rights Day takes place on March 15 each year and is designated to raising awareness of consumer rights protection by rallying in solidarity with the international consumer movement.
世界消费者权益日由国际消费者组织于1983年设立，每年的3月15日为世界消费者权益日，旨在通过团结国际消费者运动提高消费者权益保护意识。
Consumer International, the world federation of consumer groups, has an extensive network of member organizations in 120 countries. Members commemorate World Consumer Rights Day by promoting fundamental consumer rights and protesting against market abuses and social injustices that undermine them.
国际消费者组织，即世界消费者团体联合会，在120个国家有广泛的成员组织网络。成员们纪念世界消费者权益日的方式是促进消费者的基本权利，抗议损害消费者权利的市场滥用和社会不公正。
1983年，国际消费者联盟组织确定每年的3月15日为“国际消费者权益日”。这是基于美国前总统约翰·肯尼迪于1962年3月15日在美国国会发表了《关于保护消费者利益的总统特别咨文》，首次提出了著名的消费者的“四项权利”，即：有权获得安全保障；有权获得正确资料；有权自由决定选择；有权提出消费意见。肯尼迪提出的这四项权利，以后逐渐为世界各国消费者组织所公认，并作为最基本的工作目标。
1、消费者有权获得安全保证。
The right to safety—to be protected against the marketing of goods which are hazardous to health or life.
2、消费者有权获得正确资料。
The right to be informed—to be protected against fraudulent, deceitful, or grossly misleading information, advertising, labeling, or other practices, and to be given the facts he needs to make an informed choice.
3、消费者有权自由决定选择。
The right to choose—to be assured, wherever possible, access to a variety of products and services at competitive prices; and in those industries in which competition is not workable and Government regulation is substituted, an assurance of satisfactory quality and service at fair prices.
4、消费者有权提出消费意见。
The right to be heard—to be assured that consumer interests will receive full and sympathetic consideration in the formulation of Government policy, and fair and expeditious treatment in its administrative tribunals.
我国中央电视台于1991年3月15日开始，固定举办“3.15晚会”。晚会上，节目会曝光消费活动中的造假事件和侵权行为。
与“消费”相关的英文表达
1. consume 消耗，消费
例：Mary would consume nearly a pound of cheese per day.
Mary那时每天消耗将近一磅奶酪。
2. consumer 消费者
例：We need more feedback from the consumer in order to improve our goods.
我们需要从消费者那里多得到些反馈信息以提高产品质量。

3. consumptive 消费的

5. Consumer Confidence Index 消费者信心指数
例：University of Michigan released the latest Consumer Confidence Index on Friday, which showed a fifth increase in the past 6 months. The index is now at a 15-month high, which suggests a moderate recovery is in the pipeline.
密歇根大学在星期五公布的美国消费者信心指数， 六个月来第五度上升， 达到15个月来的最高水平，显示经济复苏力道不足。
6. consumer durable 耐用消费品
通常指使用周期较长，一次性投资较大，包括 (但不限于 )家用电器、家具、汽车等。
例：The number of durable consumer goods owned by local residents is increasing rapidly.
居民拥有耐用消费品数量迅速增加。
7. consumers’ rights and interests 消费者权益
例：The state shall listen to consumers' opinions and demands when formulating laws, regulations and policies relating to the legitimate rights and interests of consumers.
国家制定有关消费者权益的法律、 法规和政策时，应当听取消费者的意见和要求。
与“商品质量”相关的英文表达
我们先来看一下商品常见的英文表达：
1. commodity 商品；日用品；复数形式为commodities
例：Prices went up on several basic commodities like bread and meat.
面包、肉等几种基本商品的价格上涨了。
2. product 产品；商品；复数形式为products
例：Do you have any suggestions about our products
你对我们的产品有什么建议吗？
或许我们在日常购物消费时，会买到假冒伪劣商品，而假冒伪劣商品的英文表达是在商品前加上假冒的、伪劣的等形容词即可，下面一起来看看这些形容词有哪些？
1. sham 假的；虚假的；假装的
例：The government asks him to deal with sham products right now,
政府要求他立刻处理假冒产品。
2. shoddy 劣质的，假冒的；卑劣的;副词形式为shoddily。
例：I'm normally quick to complain about shoddy service.
我通常会迅速地投诉劣质的服务
3. fake 假的；伪造的
例：The bank manager is said to have issued fake certificates.
据说这个银行经理曾出具过伪造的假凭证。
因此，假冒伪劣商品可以用sham and shoddy commodities/products; fake and shoddy commodities/products来表达。
例：Fake and shoddy products have disillusioned customers in China.
假冒伪劣商品使中国的消费者饱受其害。
*温馨提示：上面这三个词还可以作为名词，直接用来表达“赝品”“冒牌货”“假货”等。
关于退款、投诉的英文表达
其实，在网络购物快速发展的今天，买到伪劣商品的几率很大，买家秀卖家秀差别大到让人大跌眼镜。在买到这样的商品时，不要总是用 “一分价钱一分货”(You get what you pay for).安慰自己，也可以通过正当的手段和途径维护权益，如退款、投诉等。下面一起学一下相关的英文表达。
1. refund (v) 退还；偿还; (n) 退款；偿还
例：We guarantee to refund your money if you're not delighted with your purchase.
如果你对购买的商品不满意，我们保证退款。
2. make a complaint 投诉
例：You can usually make a complaint by phone.
你可以通过电话来投诉。
3. write a letter of complaints 写投诉信
例：l write a letter of complaints to ask for refund.
我写了投诉信要求退款。
其它一些相关英文表达
1. mark clearly the prices of the commodities 明码标价
例：Prices for goods must be clearly marked and advertising must be honest.
商品一律明码标价，广告必须实事求是。
2. recall defective products 召回有缺陷的产品
例：In accordance with the national Regulations on Recalls of Defective Automobile Products, a recall plan was submitted to the General Administration of Quality Supervision, Inspection and Quarantine of the PRC (AQSIQ).
