what time和when都可以用来询问时间
一、可互换的情况：
1.询问做某事的具体时刻（钟点）时，两者可以互换使用。
e.g.—What time/When do you go to school —I go to school at six thirty.
二、不能互换，只能用其一的情况：
1.只能用when不能用what time 的情况：询问事情发生的年份、月份、日期以及上午、下午或晚上等非钟点性时间时，只能用when。
2.只能用what time不能用when的情况：
询问钟表上表示的具体时间（钟点）时，只能用what time，不能用when。

Sentence Stress（句重音）
在英语句子中有些单词要重读，有些单词要轻读。重读音节总是声调较高、时间较长、发音较清晰，这就是句子的重音。
一般来说实词如名词、实义动词、形容词、副词、数词和感叹词要重读，而虚词如冠词、助动词、情态动词、介词和连词一般不重读。
