动词不定式在句中作表语时，如果主语部分含有实义动词“do”，则后面的动词不定式常省略do.
省略to的其他情况：
but/except前有do,后不定式省to;
but/except前无do,后不定式带to;
have no choice but to do sth 别无选择只有做某事
had better do sth 最好做某事
