是询问对方姓名的问句,比“What’s your name ”更礼貌些,通常用于正式场合或与不太熟悉的人交流。常用“My name is.../I’m... ”回答。

【拓展】
当主语是第三人称单数时,be动词用is;
其他情况下,be动词通常用are。
