What is an English dictionary
An English dictionary is a book that lists words and phrases in alphabetical order (按字母顺序). It provides their meanings and translations (翻译) into other languages.

What order are these letters in
They are in alphabetical order (字母顺序).
Look at the picture. what is the circled part
They are index tabs (索引标签), which contain (包含) 26 letters.
What’s the function of the index tabs
They can help users quickly locate words beginning with specific letters, making it convenient for them to look up words in the dictionary. 这些标识主要是为了帮助使用者快速定位到特定字母开头的单词，方便查阅词典。
