At the time these words were written, most people did not survive into old age, so an old person was naturally esteemed as someone wiser, more knowledgeable and more experienced than someone who was younger.
In this qoute Francis bacon is essentially saying that travel is a necessary experience for an old person to be worthy of such esteem.

Background
Francis bacon(1561-1626) was an English statesman, scientist also an Philosopher. He is best known today as the father of the scientific method and modern science, owes a great deal to his theories and guiding philosophy.
He wrote extensively throughout his wife life on all kinds of topics, especially science, law, religion, and philosophy.The quote at the beginning of the unit serves as the topic sentence of an essay called “Of Travel” which was published in one of his most popular books, Essays, Civil and Moral(1625).
“Of Travel” first describes the kinds of things one can see and learn through travel and then talks about how best to take advantage of travel as a learning experience.
