表示否定含义，经常位于can/ could 之后，实义动词之前。

2. In 1962, the local government decided to change this dead land into a forest. 1962年，当地政府决定将这片废弃的土地变成森林。

3. To carry out the task, a group of 369 foresters, mostly in their 20s, was organised.
