What kind of aspects should be included in such kind of letter
建议信的目的是针对有关问题进行分析，并针对这些问题提出自己的看法和合理的建议。
建议信的基本框架：
1.开头( beginning)—开门见山,向对方陈述自己的观点(state your idea)。
2.主体( body)—对所提出的问题进行分析并说明理由,接着提出自己的建议(reasons and evidence)。
3.结尾(ending)—呼应开头，重申观点(restate your opinion)。

Yes. Susan advises Worried Friend to encourage Chen Lei to try new hobbies and discuss the problem together; I think Chen Lei will follow the 3.advice, because they are best friends.
I advise Chen Lei to take some outdoor activities such as playing balls or reading interesting books or even listening to good music. We can go walking together. If he is bored, he can turn to me for help, thus we can have fun together.

建议信写作总结
建议信是写信人向收信人对某事提出的建议和忠告。
建议信有可能是写给某个人，就其遇到的某个问题提出自己的看法和观点；也可能是写给某个组织和机构，就改进其服务提出建议或忠告。
信的内容要包括写信的原因、建议的内容和提出建议的理由。
