该句型是 让步状语从句 的固定表达，核心功能是 “无论 / 不管…是否…”,表转折让步（即 “不管条件如何，结果都不变”）。
no matter：连词短语，意为 “无论；不管”，后接疑问词（如 whether, what, who 等），引导让步从句；
whether...or not：固定搭配，意为 “是否……”，作 no matter 的宾语，构成 “no matter + whether 从句” 的完整结构；

1. regret + 名词 / 代词 “对某事 / 某人感到遗憾 / 后悔”。
eg：I regret my decision to quit the job.我后悔辞职的决定。
2. regret + doing sth. “后悔做过某事”（动作已发生，强调 “已完成的遗憾”）
eg：He regrets missing the important meeting.他后悔错过了重要会议。
eg：I regret not studying hard when I was young.我后悔年轻时没努力学习。
3. regret + to do sth.“很遗憾要做某事”（动作未发生，强调 “即将发生的遗憾”），常见搭配为 regret to say/tell/inform。
eg：I regret to tell you that you failed the exam.
