The word "being"marks the
CONTINUOUS aspect.It
cannot be omitted or moved.

(Sounds like it is finished/Simple Present) (It is happening at this moment)

drop the preposition.
Phrase:“talk about”
Passive:“...being talked about”

Rule:Verbs indicating state,mental activity,or possession usually DO NOT use the continuous passive form.
