Sentence 1 uses the present perfect tense. It means that from the past until now, there have been dream teams. It emphasises the connection between the past and the present, suggesting that dream teams have existed over a period of time and that the idea is still relevant now.
Sentence 2 uses the simple present tense. It just simply tells a fact that at any time during the history of sports, there are dream teams. It doesn’t have the sense of a time period from past to present like the first sentence does.
