The National Heritage Responders is a volunteer network of around 100 experts in cultural heritage conservation from around Puerto Rico.They assist individuals and institutions in figuring out how to save important objects and buildings after disasters.Their crisis hotline has been busier than ever in recent years because of more frequent and severe weather brought on by climate change.This year alone, there have been around 70 calls so far, up from fewer than 10 in 2008, when the hotline first appeared.
Ann Frellsen, the Atlanta based book and paper conservator, is a long time heritage responder volunteer with more than three decades of experience in helping out cultural institutions after disasters.She was among those sent to Puerto Rico over several visits starting a couple of months after two hurricanes hit it in 2017.
After providing initial support via the phone, Frellsen and her team came in to help La Casa del Libro and other local institutions in crisis with equipment, supplies and advice.In fact, much of the advice the hotline provides is via phone or video chat; volunteers are sent out into the field in certain cases, on an as needed basis.
“There were no stoplights and signs on the highways because they'd all been blown away,” Frellsen said.She added that figuring out how to reach the more than 20 institutions that needed assistance in Puerto Rico was challenging — not to mention the on the job hazards.

Disagreements have arisen in Northern France after many ancient standing stones were damaged to make way for a new hardware chain (五金连锁店).
About 39 stones, dating back at least 7,000 years, were removed from the site, which sits on one of Europe's most famous prehistoric attractions, Agence France Presse (AFP) reported.“The site has been damaged,” local archaeologist Christian Obeltz told AFP.
Carnac, often described as “French Stonehenge”, is famous for its spreading fields of large tall stones.The stones are arranged in long, straight lines and, according to the Carnac Tourist Office, it is the largest collection of this type of standing stone in the world.The two main sites alone, at Menec and Kermarjo, house nearly 3,000 standing monuments covering over 4 miles.
The purpose of this ancient curiosity is still unknown.Many believe it may have had something to do with religion, while others think it could have served as a farming calendar.One idea even suggests that the stones are connected to a sad event that happened to a Roman army.
The Regional Office of Cultural Affairs for Brittany, which is responsible for protecting the cultural monument, made a statement on disagreements over building the store on Wednesday.“Given the uncertain and non major character of the remains, damage to a site of historical value has not been established,” the statement said.However, Obeltz mentioned that there hasn't been enough research in the area to decide whether the stones were historically important.
News of building the store has caused a storm of angry comments on social media, with many expressing their thoughts on the loss of the ancient stones.“Poor Carnac! The commodification (商品化) of the world prepares the man without memories,” said Philippe de Villiers, France's former Secretary of State for Culture.
“In Carnac,39 standing stone monuments survived Julius Caesar, World War Ⅰ and World War Ⅱ.But not Mr DIY!” the account Dom Revolution wrote.

3D scanning technology can be used to scan both inside and outside of an important cultural relic to get accurate 3D data and then a 3D printer is used to copy a smaller version, which will be very useful for the repair work.
In order to obtain accurate data about cultural relics, the experts use high tech three dimensional laser (激光) scanner and other means to describe the shape of the original cultural relics very accurately.Then, the model is printed out by a 3D printer.Finally, the copied cultural relics are processed, including surface color, decoration processing and so on.
Three dimensional printing technology has a very apparent advantage.It can adjust the size of prints according to the need, and can easily obtain one third and one half of the size of original cultural relics.This is difficult or even impossible to do in traditional reproduction.
At present, all parts of China are accelerating the digital protection of cultural relics and recording ancient cultural relics with modern science and technology.For example, the Yungang Grottoes (石窟) Research Institute, together with the digital team of the Institute of Cultural Heritage of Zhejiang University, has restored the third grotto of Yungang Grottoes at a ratio (比例) of 1∶1 for two years.
Throughout the process of restoration of 3D printed cultural relics, the probability of secondary damage caused by human touch is low, and the artistic value of cultural relics can be rebuilt to the maximum degree.The world can appreciate the beauty of classical cultural relics more deeply.
