A historical change is taking place in middle-school education. Teachers are being asked to answer as never before for how well they serve their students. It has become as common in middle schools for students to grade teachers as for teachers to grade students .In fact student ratings（评价）have become the most widely used and in many cases the only important information on teaching effectiveness. In comparing three studies of the same 600 middle and high schools in more than thirty states, it was found that the number of schools using student ratings to evaluate teachers had climbed from 29 percent to 68 percent to 86 percent. No other method of evaluation got that degree of usage and other studies have found similar results.
One reason is that student evaluations are easy to put to wrong use .If they are expected to throw meaningful light on teachers’ performance, the ratings must be used in a way that shows at least some of what we’ve learnt about them from research and from experience
Research and experience have shown us for example that student ratings should never be the only basis for evaluating effectiveness .There is much more to teaching than what is evaluated on student rating forms. When ratings are used, we know that students should not be expected to judge whether the materials used in a course are up to date or how well the teacher knows the subject matter of the course. These judgments that require professional background are best left to the teacher’s fellow workers. On the other hand students should be asked to comment what they have learned in a course and to report in the classroom relationship with the students ability to develop interest in the subject and ways to encourage students to teach themselves.

L’HAY-LES-ROSES, France: Three teenage girls admitted starting a fire in a suburban Paris housing project over the weekend that killed 17 people, including three children, police said yesterday. A fourth girl was held yesterday morning.
The fire in a 19-storey building south of Paris was the third fatal blaze in the Paris area in nine days. The death toll rose to 16 after a man died late Sunday in a hospital, where seven others were being treated for serious injuries, police said.
Three teenagers taken in for questioning on Sunday admitted having started the fire for fun, police said. Two of the suspects were 18-year-old, the other was 16, police said. Further details were not available.
Witnesses claimed to have seen a group of youths who lived in the building start the fire, said Patrick Seve, mayor of the town of L’HAY-LES-ROSES, near Orly airport, where the building was located.
The fire is believed to have broken out in the lobby （门厅） of the building before raging up a stairwell at least three floors. Some residents jumped from windows as the fire spread through the building’s entrance.
Authorities were investigating possible criminals in an August 26 fire that killed 14 African children and three adults in a Paris apartment building. Three days later, another fire killed seven in a building.

Women turn to online shopping
Women have jumped ahead of men for the first time in using the Internet to do their holiday shopping, according to a study published last week in the US.
For years men have been more likely to shop on the Internet than women, but during the 2004 holiday season 58 percent of those making online purchases were women.
“It shows how mainstream the Internet is becoming,” said Lee Rainie, director of the Pew Internet and American Life Project group, which carried out the study.
Rainie said it was only a matter of time before women shoppers caught up with men. This is because women traditionally make decisions about spending.
Users were more likely to shop online to save time . Internet users between the ages 18 and 29 were responsible for some of the most dramatic increase in the online gift-buying population this time around.
However, three-quarters of the US Internet users did not buy holiday gifts online in 2004. They worried about credit card security, or just compared online prices with off-line prices, then dashed off to the shops to get the best deals.
“But even if shoppers don’t buy online, websites are becoming promotion tools for stores,” said Dan Hess, vice president of ComScore Networks Inc. Hess said that actually most stores’ websites can make customers fully believe the security of their credit card numbers. And most are able to ensure that gifts arrive on time
“It’s all about making the shopping experience more efficient, more reliable and more comfortable.” Hess said.
