Water takes a special trip on the Earth.
It is like a big circle. It never stops.
First, the sun shines brightly. The sun makes the water in the sea get hot. Then the hot water becomes water vapour (水蒸气). The water vapour is very light.
So it goes up into the sky. Second, the water vapour goes high. The air is cool there. Then the water vapour changes into little water drops. These little water drops come together and make clouds.
